One of the greatest advantages that SMEs in Azerbaijan have is its government, which actively encourages the establishment of these smaller-scale businesses. Created in 2017, The Small and Medium Business Development Agency of the Republic of Azerbaijan (KOBIA) supports SMEs by boosting their competitiveness and share in the national GDP. Through up-to-date public-private services, financial guidance, and market access, the resources offered by KOBIA has given SMEs the significant potential to thrive. Its government also makes continuous efforts to support entrepreneurs during times of turmoil. For instance, during the peak of COVID-19, the state requested assistance from the OECD to design and implement a digital transformation of its SME sector.
Growth, Digitalization, and E-commerce Among SMEs
Another important aspect of Azerbaijani SME growth is its digital transformation, with companies increasingly using online sales, social media, marketplaces, and cross-border e-commerce to establish their presence. Government initiatives have been supporting these digitalization efforts through initiatives like the Innovation and Digital Development Agency (IDDA) and KOBIA as mentioned above. The platform digiMATE, launched in 2024, has also been a remarkable resource for Azerbaijani SMEs, helping local businesses adapt to an increasingly tech-focused environment.
